Project Advisory Committee Meeting Notes March 29th 2001 - Shandaken Town Hall

ITEMS FROM THE MEETING:
1. Members gave feedback on the Stream Management Plan Workshop in Kingston on March 1st & 2nd. All comments were positive.
2. Greene County Soil & Water will send out postcard reminders for the public meetings.
3. The agenda was set for the first public meeting, May 5th 10 am - noon, Lanesville fire house.
- Explain why public is present - Acknowledge past unrealized expectations - Geology and stream morphology education (handouts) - Explain goals currently mandated and limits - Explain what has been done - PWL, Flights, Demonstration Projects, New Flood mapping - Present proposed timeline - Explain funding already secured and possible in the future - Summarize mailed survey results - Review stakeholder list - Discuss how landowners can represent themselves on PAC - public will choose their representatives
- Discuss agenda for second meeting
4. The PAC members reviewed the draft of the Stony Clove Creek Newsletter and gave feed back. More feedback expected within a week.
- In the help wanted section, mention landowner representation - Developing a management plan benefits not only NYC water but it also benefits landowners and fisheries - Add the importance of PAC to replace survey articles - Put survey result and GIS map as an insert in the center - Use non-technical vocabulary - Add reminder for second public meeting - date, time, and location
5. The second PAC meeting was set for Wednesday, April 25, 2001, 3:00 p.m. at Hunter Town Hall

Attendees: Amy DeGaetano (GCSWCD), Mark Vian (NYCDEP), Paul Dibbell (Town of Hunter), Virginia Craft (Ulster Co. Planning), Pat Byrne (Town of Hunter), John Farrell (Town of Hunter), Dennis Lucas (Town of Hunter), Joel DuBois (GCSWCD), Amanda LaValle (UCSWCD / NYCDEP), Jennie Church (GCSWCD), Rene Van Schaack (GCSWCD), Richard Popp (NYS DEC)
ITEMS FROM THE MEETING:
1. Newsletter distributed to PAC for approval. Changes were made as discussed at previous PAC meeting. Copies will be distributed at the first public meeting on May 5th.
2. Posters that were hung in Phoenicia, Chichester and Lanesville were shown to PAC. Other suggested locations were: - Hunter Grand Union - Tannersville Hardware - The Bulletin Board in the public parking lot in Hunter - Post Offices in Hunter and Tannersville - Coffee Shop 3. Press release has been prepared by GCSWCD. The press release has been sent to The Daily Freeman, The Daily Mail, The Windham Journal, Woodstock Times, and the Ulster County Townsman.
4. Questions were raised about the Stony Clove Landowners Association. - Who will give monetary support? i. Dues? ii. Funded by Stony Clove Contract? - Purpose is to allow the people to elect their own leaders
5. Concerns were raised about Final Management Plan - It will be formally adopted - It will not shy away from sensitive issues/problems - Must include future growth - May be a long process
6. Reviewed agenda for public meeting - Current goals and limits - DEP has a scope of work, which limits them, but will try to address as many problems as possible - Bring examples of floodplain mapping and aerial photography to public meeting
7. Money in the future - What happens when the management plan is adopted? - List will be developed that will include possible sources of funding for plan implementation.
8. Next PAC meeting set for June 6th at 4:00 p.m. in the Shandaken Town Hall

Planning), Dennis Lucas (Supervisor, Town of Hunter), Jim Calhoun (USDA NRCS), John Horn (SC Landowner), Glenn E. Miller (Town of Shandaken, Code Enforcement), Edna Hoyt (Councilman, Town of Shandaken), Robyn Awand (SC Landowner)
ITEMS FROM THE MEETING:
1. Feedback from public meetings - Good attendance/good blend of people - Photos landowners brought showed severity of some specific problems - Add a photo page to the website with landowner pictures & descriptions of problems - Next public meeting will take place in November. Data collected during summer field season will be presented.
2. Landowners Association - Robyn Awand volunteered to spearhead the formation of a Stony Clove Landowners Associa tion. She will compose a letter setting up the first meeting on Saturday, August 25th at 10am (the location is yet to be determined). The GCSWCD will mail out these letters to all parties who expressed interest in a L.A. in the January questionnaire. Postage and office supplies will come out of the Stony Clove contract. - What is the mission? 1) Represent landowners interests and knowledge in the development of the Stony Clove Creek Stream Management Plan 2) Serve as vehicle to obtain grant money for implementation of the Stream Management Plan 3) Create a forum to coordinate stream management concerns and practices among land owners 4) Help disseminate technical information on Best Stream Management Practices - Project staff from the GCSWCD and NYCDEP stream management program will be available for Landowners Association meeting in August. Staff will look into obtaining plans from similar associations, such as Bradford, PA and Skaneateles, NY. 3. Data Collection - Project staff began collecting data during the last week of May. The team has been working ten hour days on Tuesday, Wednesday, and Thursday, collecting data in the field. Monday and Friday are used to organize and analyze data. - The team is currently collecting cross sections on every riffle or step, longitudinal profile, stream bed materials, GPS locations of stream features, and digital photographs. - The data collected throughout the summer will allow the team to map stable and unstable reaches and prioritize failures.
4. Demonstration Project - A bio-engineering project, where vegetation is used for streambank stabilization, will be scheduled for this fall or next spring. - After the stream assessment is completed, a site will be chosen for a geomorphic restoration project. This restoration project will most likely be planned in 2002 and constructed in 2003.
5. Public Outreach - Project staff will look into scheduling a field trip to visit Broad Street Hollow project and Peck Road project in late August.
6. Next PAC meeting scheduled for Wednesday, November 7th ,4:00 at the Hunter Town Hall. The GCSWCD will send out reminder postcards to all PAC members.

ATTENDEES: Virginia Craft (Ulster Co. Planning), Amy DeGaetano (GCSWCD), Paul Dibbell (Town of Hunter), Joel Dubois (GCSWCD), Amanda LaValle (GCSWCD)
ITEMS FROM THE MEETING:
1. Update and explanation of field work activities ~ GIS presentation - Stream Feature Inventory (9.3 miles) - Local Geomorphic Geometry Development (92 x-sections & feature pebble counts) - Bank Erosion Hazard Indexing (27 sites assessed) - Cross-Section Geometry (199 x-sections) - Long Profile (9.3 miles) - Channel Material Measurement (2.5 miles)
2. Landowners Workshop for streambank planting - John Dickerson (USDA Natural Resources Conservation Service) is willing to hold workshop about riparian planting. - Workshop will be planned for late April/early May, one Saturday, 1 hour lecture followed with a planting on the Stony Clove. - Need to choose visible site for demonstration planting. - May be possible to use some leftover bareroot material from annual GCSWCD seedling sale. - Target landowners where plantings will be most effective, using GIS coverages and management interpretations. - Layout all reasons why streambank vegetation is important - not only reduces erosion but provides shade which lowers water temperature needed for support fish, provide food source for aquatic life, provides habitat for aquatic life, improves water quality. - Stress the importance of using native vegetation. - Create handout for landowners on riparian planting information. - Create web page with links where landowners can obtain information on riparian planting. 3. Streambank planting with school students - Robyn Awand has made contact with a local school that is interested in participating in a streambank stabilization project. - Check to see if Hunter/Tannserville school district is interested in a similar project. They have a community service component in their curriculum. May wish to volunteer at riparian planting workshop.
4. Landowners Association - How to move forward - First landowners association meeting held on Saturday, September 8th at Hunter Town Hall. Amy DeGaetano and Mark Vian presented data collected on Stony Clove this summer. - Meeting notices were sent to 64 streamside landowners who had indicated interest on January survey and 15 non-streamside landowners who had come to public meetings. - Disappointed in the very small turnout at this meeting. - Landowners who did attend expressed interest in continuing the association. - It was suggested that the landowners association should be billed as a community or civic association not solely concerned with stream issues. - Look for other neighborhood associations that may have already formed and bring stream issues to them.
5. Public Meeting - Public meeting TBA for March/April. Look into booking the Phoenicia school to hold the meeting. - Main topic of meeting will be to present field data and discuss implications. - To increase interest, mail XS pictures and data sheet near landowner's property out with invitation to meeting. Make data sheet more user friendly with less technical terms. - Create large map with tax parcels and stream inventory to show at meeting. - Plug landowners association and planting workshop
6. Next PAC meeting scheduled for Wednesday, February 6th, 4:00 at Shandaken Town Hall. The GCSWCD will send out reminder postcards to all PAC members.
