Save the Date: Stony Clove Pot Luck Picnic [The First Annual] Saturday, August 16, 2003
It was still raining on June 7th as we got together for the 4th Stony Clove Watershed Association meeting. There is definitely no drought this year - but the lilacs, and all the other flowering plants are magnificent.
The meeting was chaired by Frank Falatyn and Rene Van Schaak and Mark Vian attended representing Greene County Soil & Water and NYC DEP.
The main topic of discussion was how our association would be organized. We reviewed and discussed the outline Frank Falatyn had provided at the last meeting. The group agreed on the following ideas:
Definition of Stony Clove Watershed Area The watershed area will include all land on the Stony Clove drainage basin map approved by the Greene County Soil & Water Conservation District as of June, 2003. [The map is shown on website and available at meetings.]
Membership Membership in the association will be open to property owners and non-owners (residents) in the watershed area. Each member will have 1 vote in the association.
Advisory Members Advisory membership will be open to organizations wishing to participate in the association. Advisory members could include: government agencies (GCSWCD, NYCDEP, DOT, Shandaken/Hunter township) and special interest groups (Trout Unlimited).
Board of Directors A Board of Directors should be elected by the membership to act as the governing body of the association. The board should have up to 7 members including a President and a Recording Secretary.
Not -For-Profit The association will be run as a non-profit, volunteer organization. Once established, the membership will decide whether to formally file for tax-exempt status.
Dues At the present time there will be no dues required for membership and no dues charged. Once established, the membership can decide whether to require dues.
Meetings The association will hold three types of meetings:
Board Meetings - (frequency to be established) to oversee and conduct the on-going business of the Association
Member Meetings - conducted at regular intervals for all members for information, presentation and general discussion. During these meeting association issues may be voted upon.
Committee Meetings - conducted as needed, volunteer committees will carry out specific association projects.
Stony Clove Project Advisory Committee (PAC) The association will designate representatives to the PAC.
The organization agreements will be used as the foundations for a more formal set of association Bylaws. We were advised by Rene, that having a formal set of Bylaws may make us better able to get funding from various types of organizations. Frank Falatyn, Robyn and Sheldon Awand, Peggy Cardillo and Meredith Altman will prepare a draft of bylaws for discussion at the 7/12/03 meeting.
Following the organizational discussions, Rene made a slide presentation on the Broad Street Hollow Restoration project. This is similar to the type of work scheduled to be done this summer for the Stony Clove stream restoration. The presentation showed how, with planning, good design and lots of work, an unstable stream can be corrected while improving its water quality and maintaining the natural habitat.
All the members agreed that the work being done is exceptional and we look forward to progress on the Stony Clove project. The rain caused us to cancel plans for a "field trip" after the meeting to the Broad Street Hollow project, however Rene promised to repeat the presentation and reschedule the trip at a later date.
We have planned an association picnic for August 16, 2003. Please save the date. We plan to have the picnic at Devils Tombstone day site. It will be a "pot luck" picnic with food, fun and special area history stories from two noted local authorities. More details will be published as the plans firm up.
