Mountaintop Recreation, Open Space, Cultural Resources and Scenic Quality Master Plan

Funded by a $50,000 NYSDOS Quality Communities grant, the GCSWCD WAP will be initiating a mountaintop-wide planning project starting in the summer of 2007. The Mountaintop Recreation Strategy will involve working with all nine municipalities in the watershed, and a wide range of agencies, non-profit organizations and private interests to identify long-term stewardship and protection needs of the Catskills renowned outdoor, open space, and recently emerging cultural resources. The final plan will seek to address concerns providers and mountaintop residents have with respect to preserving the outstanding outdoor and cultural resources for which the Catskills are known.

The GCSWCD-WAP has a number of projects underway at any give time. These projects may be carried out directly by the WAP or on be-half of the watershed communities.  A significant component of the WAP’s mission is to act as a facilitator or conduit for projects that benefit multiple watershed stakeholders

Projects

Stormwater Management

An major focus of the WAP program involves the assessment of older sites, and the design and installation of measures to integrate stormwater management and treatment systems to protect water quality. There are many locations in the Greene County portion of the watershed that pre-date current stormwater rules and regulations and have no treatment of stormwater. The WAP’s role is to help landowners, municipalities and others access the wide range of funds available to undertake these projects. Funding from the Catskill Watershed Corporation, US Army Corp of Engineers and others are being used to implement stormwater treatment practices on a wide range of sites. To the maximum extent possible, the WAP attempts to design treatment systems that meet or exceed current rules and regulations, providing multiple benefits to water quality as well as the property owners.

In 2006, the GCSWCD assisted the Town of Hunter with installation of stormwater treatment practices at the Town’s highway garage.

Schoharie Watershed Turbidity Strategy

Working under a $50,000 grant from NYS Dept. of State, the GCSWCD-WAP is taking the lead in the development of a long range plan to address potential water quality impacts in the Schoharie Basin. The WAP is working with a wide range of watershed stakeholders in Greene, as well as Delaware and Schoharie counties. The goal is to build upon general recommendations in Stream Management Plans developed for various stream systems within the watershed.  The Schoharie Watershed Strategy will focus on developing further detail on recommendations related to transportation systems, stormwater, land use planning, etc. The WAP is working with a multi-agency, multi-county steering committee and expects to complete the strategy by the winter of 2007.
