Greene County Soil & Water Conservation District Waterfront Revitalization Program

Athens Barge Removal Project

At the request of the Athens Village Board, the District initiated a project to address several large, abandoned barges located on the waterfront.  Originally towed to the Village of Athens  in the early 1970s the barges have become not only a visual blight on the waterfront, but also a safety hazard as they present an attraction to youthful explorers. The project would initially focus on developing a protocol for assessing the potential impacts of removal on habitat, navigation and aesthetics. The District will facilitate a multi-agency task force which will assist in the development of assessment protocols, evaluation of mitigation measures and issues related to the removal and disposal of these materials.

In addition to developing site specific plans and permits for the Athens locations, the District has been discussing a project to conduct an inventory of all abandoned structures in the estuary area with the Hudson River Estuary Program (HREP). The District proposes to also develop a comprehensive guidance document for use by other municipalities with similar sites.
